According to my source Kosmos-2420 is second Kobal't-M reconnaissance satellite...
-
The observed orbit is also compatible with a Kobalt-M (or a Kobalt) satellite. Kobalt-M is more likely, as the second flight of it was reported to be scheduled for 2006
