What I don't get. Don't they produce those rockets kinda like on a production line instead of per batch as the article suggests. And as far as I know the flight rate of Soyuz rockets for ISS will increase in 2009 and not before. What is the lead time of those rockets, even a Soyuz capsule is fabricated and tested faster then that.

I think, Perminov spoke about Soyus spaceships, not Soyus rockets.
