My money would be on the Parus launch, but this is basically an educated guess and if it is correct it will probably be coincidence.

But, isn't stange a Parus launch be so secretive? Maybe Oko, Kobalt'-M or Liana-Lotus?

I suppose so. It's strange to hear a date so far in advance, but not the type of rocket.
I doubt if it'll be a Soyuz-2, I don't think they'll launch another one ahead of the next Meridian.
Soyuz-U or Molniya-M is possible. How many R-7s can Plesetsk process simultaneously? Do Sites 16 and 43 share an MIK, or have separate ones?
Kosmos-3M is possible, as I said before. My main reason for suspecting it to be a Parus launch was that with the Soyuz launch next month, I was not expecting another R-7, but it is still possible.
Rokot and even Start are also possible, but there are no scheduled launches of either of those rockets that would warrant this much secrecy. Tsyklon-3 is dead and wouldn't have been used for a top-secret launch even if it wasn't.

Anybody see it from the Moscow area and north? For decades, SL4/6 booster launches at night sparked 'UFO panics' in NW Russia when the gummint denied any responsibility and suggested viewers were seeing Martians. I'm not making this up.
