Title: Did this really happen: Fire at the Proton pad (Luch-2)

Can't find any other references to this:-

22nd May 1995:  the fire at the Proton pad at Baikonur in February which destroyed a Luch-2 relay satellite, but which officially "never happened". James Oberg

Just that the next satelite in this series was Gelios no. 2 (НОВОСТИ КОСМОНАВТИКИ 1999 7)

And that a Proton rocket is missing - serial 36802

Are these events connected?
