Don't understand the comment? It is part on the CEV contract, it would be proposed that Glenn would be monitoring that portion of the contract vs JSC.

He means who else is competiting for this contract to build the service module.

$2 to $3 billion is a lot of cash for just this part of the CEV. Anyone got a diagram of what makes up a service module?

Call me ignorant but I don't see how a NASA centre can bid on a government contract. Isn't the centre a pubically-funded entity? If so how can they bid on a contract to be awarde by their own agency? Can anyone here explain the relationship of the centres like Glenn with NASA HQ?

Look at the ESAS for a diagram
The two contractors competing for the CEV (which has a CM and SM) are Lockheed Martin and Northrup Grumman (Boeing is a sub to them). THe SM provide propulsion, electrical power, attitude control, heat rejection and later experiment accomodations for the CEV (combined CM and SM). The article is about Glenn montoring the contractor who would build the SM. The $ is for DDT&E and x number of units.

NASA HQ provides direction to programs. The centers provide personnel and facilties to carry out the work for the programs. Where programs are based is a fight that sometimes Congress gets involved.
