According to this article http://en.rian.ru/russia/20060117/43045501.html , there will be a closed bidding process on Feb 18 for downselection of proposals to build Kliper . What is interesting is that the article mentions that Dordain had suggested that a lot of ESA's advanced spacecraft technologies money would go to the Kliper project - I guess ESA came up with this 'funding trick' only a couple of days ago given the statements following the ESA December space summit.
At least it is interestint that ESA does not give up and wants to be involved - and 300 million euros over 3 years, given the 1bn USD estimate of the Kliper project until first flight, this would make ESA a real partner on the project.

Feb 18? In official press release of FKA it's Feb, 3rd. See: http://www.federalspace.ru/NewsDoSele.asp?NEWSID=1322
