ISRO has been talking about an RLV for some years. Here are some links:

There doesnt seem to be much recent information on this project. How serious is ISRO about this project? How does this compare with other RLV plans around the World?

Probably about as serious than the Japanese or Europeans were, they will thinker with it for it bit. Come across a few technical hitches and budget delays and then cancel the project.

Martian base .........that is NOT a well put summary .
Having been a part of the Indian Space programme my entire working life i can safely say that the RLV work is well funded , well staffed and you never know you might wake up tomorrow and hear about an RLV launch here that is how close we are .. And indian government may delay a fund for other purposes but space is a different issue . Funds are never delayed for space research as it is prestige which is at stake.
