Title: Ooops - ISS Cuts its own cord ...?

In the latest ISS status report

http://www.nasa.gov/home/hqnews/2005/dec/HQ_SS05059_iss_status_report.html

is talks about the The Trailing Umbilical System 2 on the Mobile Transporter rail car that appears to have decided to sever it's self ...?

Eh .... Surely there should be a BIG bunch of safety bits that should be in there to stop that from happening?

I can understand the need for the system to be there (in case the cable got tangled) But for it to just "decide" one day - "nah don’t like being plugged in any more ...."

Anyone shed any light on this - is it systematic of a larger underlying fault ?
