What is it and how does it fit with current launch plans?
According to the NK forum, Electro-L №4 is to be launched in 2022 followed by Electro-L №5 in 2023.

The other payload listed for a Blok DM-03 is Angosat-2 but I'm not sure what the source for that is. If it's still planned for a Blok DM-03, maybe it's launch has been pushed into 2023 or it's planned to use a Briz-M instead.

Last update we have regarding rocket orders. Note that every rocket ordered to date has flown another payload just before each rockets certification expired.

Roskosmos has placed orders for two Soyuz-2-1b for Bion-M №2 and Resurs-PM №1. Both requirements look the same, so both for Baikonur?

The Lunar Propulsion and Habitation Module is listed at the Steven Pietrobon's Space Archive as being slated for launch aboard a Proton-M rocket, but I can't seem to find any web pages regarding the Lunar Propulsion and Habitation Module, so I'm wondering if this spacecraft will be launched from a different rocket or has been put on hold for budgetary reasons.

Arianespace contracted flights out of CSG are suspended by Russia due to western sanctions. Arianespace contracted flights out of the former USSR republics via Starsem are proposed by officials to also be suspended by Russia due to western sanctions but this additional action has not been taken as of this posts timestamp.
