I understand the information on the December 22 launch date comes from websites run by Baikonur tour operators. In the absence of information from Roscosmos, this has become virtually the only way of finding out launch dates of Russian civilian satellites well in advance. The launch has slipped from October 22.

This tour operator is offering a trip to watch the launch of both Progress MS-33 on December 19 and Proton/Elektro-L N°5 on December 22.

The tour schedule in the pdf file even gives a launch time for the Proton (15.40 local time (10.40 UTC)), but this is probably very preliminary. The rocket will fly from pad 200.

Proton-M at Baikonur

The Proton-M heavy-class launch vehicle units have been delivered to the Baikonur Cosmodrome for launch under the Russian Federal Space Program.

Along with them, the train brought the DM-03 booster block and the payload fairing for this launch.

Development and production is carried out at Roscosmos enterprises:

The upcoming launch will be the 430th for Proton rockets since 1965.

It is noted that the upcoming launch will be the 430th for Proton rockets, which have been flying into space since 1965.

The Electro-L hydrometeorological satellites, while in geostationary orbit, allow for the acquisition and processing of multispectral images of clouds and the underlying Earth's surface across the entire observable disk of the Earth, the acquisition of hydrometeorological data in orbit, the performance of telecommunications functions in terms of the dissemination and exchange of hydrometeorological and heliogeophysical data, and the relay of signals from emergency radio beacons of the COSPAS-SARSAT system.

The first Elektro-L satellite was launched in January 2011, but contact was lost in October 2016. Elektro-L No. 2 entered orbit in 2015, and No. 3 in 2019. They are still operational.

According to a post on the Roscosmos Telegram account, following electrical checks, Roscosmos specialists have begun comprehensive testing of the Proton-M control system, propulsion systems, onboard cable network, and other launch vehicle systems.

Energia's upper stage will launch a weather satellite into geostationary orbit.

Preparations for the launch of the Elektro-L spacecraft, manufactured by NPO Lavochkin, continue at the Baikonur Cosmodrome. The spacecraft will be launched into orbit by a Proton-M launch vehicle with a DM-type upper stage manufactured by RSC Energia.

This is the last launch of an upper stage of this type from the Baikonur Cosmodrome. All future launches of RSC Energia-manufactured upper stages will be carried out only from Russia's Vostochny and Plesetsk cosmodromes.
After launching into geostationary orbit, the satellite will become part of the Elektro hydrometeorological space system, which provides 24/7 weather monitoring.

The launch is scheduled for December 15.

The launch vehicle will be transported to the launch pad on the early hours of December 12, after the State Commission decided that everything was ready to proceed with the final launch preparations.
