Tony, I'm not sure. I believe there are two pads at Baikonur that can launch Proton.

But, I am just a amatuer.

Also, I like your interest in the California High Speed Rail project.

I like to follow mega projects.  ITER is my fav right now.

Incorrect. This is to be the final launch from 81/24 with an upper stage. Upto five three-stage baseline Proton-M's of the same 535xx series as Nauka used are expected to fly from this pad for ROS Station assembly as 81/23 and 81/24 are the only pads equipped for the launch campaigns of station modules and crew capsule launches of which only 81/24 is in active service. Proton-M/Briz-M will continue via 200/39.

Better make use of those remaining Protons rather than scrap them all early in favor of Angara.

Use what’s in storage first.

Ten are currently not life expired beyond their original certification documentation, but more exist than that in inventory.
