can not be opened with German computers.

Russian government sites are being attacked with DDOS attacks at the moment, so they might be overloaded rather than blocked.

From Australia, Energia is down for me, too  :'(  I can still access TsPK - for now. I am absolutely furious at these Internet activists - they are just vandals  >:( .

Still can't access Roskosmos or Energia sites  :'( . I think they are still online (the NK forum is posting regular news updates), but outside access is geo-blocked. For now, I can still access others such as TsPK/Gagarin Cosmonaut Training Center, IMBP, Glavkosmos, and TsENKI.

They are illegal in the Union State to use. Punishments if caught can be severe.

I was not quoting that poster I was quoting you to say that VPN's have been blocked on both directions of internet traffic. They are now only allowing domestic IP addresses from within the country to access most domestic websites now.

The laws banning VPN's have existed for a few years now. They just now have a reason to enforce and punish.

It was just a status description.
If there are spaceflight fans among the Putin followers in Germany, they can do that.
My interest has waned a lot, even after personal conversations with them.

Here (in France), I can access to Roscosmos website by using CyberGhost VPN with a Belarus server.

But I have no solution to access to Energiya's website.
