Common for majority of multistage solid rocket boost stages.

It's to essentially let the first stage burn out all its propellant. If you separate the first and second stages early, the residual thrust can collide the discarded stage into the rest of the launch vehicle.

Cause of scrub was connector trouble of the transportable Doppler radar at Uchinoura.

This transportable Doppler radar is used both launch site (Uchinoura and Tanegashima). After the Epsilon F5 was launched, this transportable radar will be return to the Tanegashima launch site.
