Machine translation is always hilarious. Since we have a nice new thread, I'll note some details on what we're seeing here.

"한국형발사체" translates to "Korean Standard Launch Vehicle", which is another way of saying Korean Space Launch Vehicle II or KSLV-II. It's the "Indigenous Standard" version of the launch vehicle because the first version, KSLV-I actually used the Russian first stage and thus not fully indigenous.

"시험발사체" is the "Test Launch Vehicle" for the KSLV-II. This one is created to test the operational characteristics of the newly developed KARI 75-Ton Engine (I'll call it KARI-75), which has not yet been used in a space launch operation as of yet. The success of this test vehicle should instill confidence in building and flying the "real" KSLV-II.

The KSLV-II TLV is effectively a single stage and uses one KARI-75. Originally, it was to be two stages - stage 1 with one KARI-75 and stage 2 with one KARI-7. But the second stage of the current TLV has no engine, but just a mass simulator.

In contrast, KSLV-II will be a three-stage rocket. Stage 1 with four KARI-75 in cluster, stage 2 with one KARI-75, and stage 3 with one KARI-7.

There are to be three models of TLV: Engineering Model (EM), Qualification Model (QM), and Flight Model (FM). Building and testing of both EM and QM were successful, with the latter subject to the firing tests on the test stand as seen on the video linked in the earlier post. Currently, the FM is under construction and this is the one that will be launched for real on October 2018.

Basically what it means is that KSLV-2 will be improved (lighter weight, improved engine performance, ect) and commercialised (the launch and marketing of the KSLV-2 will be transferred from the Korean NASA to an actual company. The government will probably create a comercial launch provider entity or maybe private companies will bid and the government transfer the KSLV-2 over to them) by 2025 and afterwards a small-sat launcher will be made which will basically be the KSLV-2 TLV with the final 7ton engine and stage included. There are then future plans for a EELV-class launcher but that's too far in the future, just think of it as a vague ambition.

Second stage yes, but AFAIU with modifications to work with the KSLV-1 launch mount which will be replaced after TLV test flight(s) are done.
