cost to produce ESA engines

Does anyone know what ESA spends to make any of the following engines:  Vinci, Vulcain, Aestus, HM-7A, P230, Viking, and HM-7B ?  I believe ESA does not sell these engines to outside buyers, but if they did, what would the prices be?

Several misconceptions in your post:
- ESA only provides/provided money to develop those engines.
- Development is done mainly by European industry, under ESA guidance and funding.
- Engines are produced by the European industry and procured by Arianespace.
- Arianespace is the company that operates the Ariane and Vega launch vehicles.
- Engine IP is owned by industry, not ESA.

In short: ESA does not make the engines, nor does it sell them. Industry does however but only for Arianespace.
Information about prices is scarce and proprietary.

My bad.  I meant Snecma, not ESA.  I know that price/cost information is scarce.  If no one knows actual numbers, I'd be interested in informed speculation.

10 million Euro for Vulcain 2.0 is often quoted by Airbus Safran.

Don't know cost but Viking engines for PSLV and GSLV were provided for testing during the launcher development, whereas flight engines were license built Viking under name Vikas.
