BAIKONUR COSMODROME, Kazakhstan, 24 September 2019 – The launch of a Proton launch vehicle with the EUTELSAT 5 West B / Mission Extension Vehicle-1 satellites scheduled for 30 September was postponed today due to an issue encountered during electrical testing of the Integrated Launch Vehicle. The issue is currently under investigation by Khrunichev State Research and Production Space Center (Khrunichev).

Khrunichev and International Launch Services (ILS) will reestablish a new launch date once the issue has been resolved. The vehicle and satellite remain in a safe configuration.

"Specialists from Roscosmos [Russia's space corporation] and MOKB Mars [manufacturer of Briz-M control systems] have established the reason of malfunction. The problem emerged because the US spacecraft was not attached correctly to the upper stage," the source said.

The source added that "the Briz-M control system for the upper stage is operating in the routine mode."

He added that "it may take several days to fix fix the problem with the MEV-1 satellite."

Another source in the space rocket industry told TASS that malfunction revealed during pre-launch checks "manifests in electromagnetic interference in the Briz-M control system."

TASS does not have an official confirmation of the information provided by the sources.

The press service of Roscosmos told TASS on Tuesday that the launch of the Proton-M carrier rocket initially planned for September 30, was postponed because of additional checks of the upper stage.

Proton-M is ready for take-off

In Baikonur, preparations have been completed for the launch of the Proton-M launch vehicle with the Briz-M booster block, the European telecommunications satellite Eutelsat 5 West B, and the American technological Mission Extension Vehicle-1.

Today, October 4, 2019, at 16:00 Moscow time, a meeting of the State Commission began at the cosmodrome, which summed up the preparation of the space rocket, the readiness of the cosmodrome and ground-based space infrastructure facilities to conduct work at the launch complex.

The State Commission decided to take the space rocket to the launch site of site No. 200. Transportation of the rocket from the technological filling station to the launch site will begin at 04:30 Moscow time, and in a few hours, installation of ground communications on the launch pad and docking.

Can't see any mention of an adapter between the two satellites.  Does that mean that the MEV docking system holds the Eutelsat during launch?

No, the stack is held together by a conventional adapter/sep system integrated into MEV. See crop below from the ILS kit upthread.

The MEV docking system is meant to handle the stacked loads of attitude control and EP maneuvering, but definitely not launch dynamics.

The Proton-M launch vehicle is ready for launch
