Interesting they would keep this one secret for 69 1/2 years.

Must be the Indiana Jones Syndrome (the huge, dark, dusty government warehouse full of dusty wooden crates marked "Secret".)   ;D

I speculate it is the cover letter dated 1977 and signed by Hans Mark that prevented this from being made available sooner. At the time Dr. Mark (formerly director of Ames) was publicly identified only as Under Secretary of the Air Force, while he clandestinely served as Director of the National Reconnaissance Office.

I downloaded a copy of the world-circling spaceship study from the RAND website quite some time ago (judging by file dates, it was in 2007).  Though the cover letter is lacking, it does seem to have a few more pages than what the NRO has now released.  It wouldn't surprise me if there were a few more gems lurking on that website.

There is, for example, a two-volume 1954 report on Project Feed Back, the original US spysat effort, as well as "A Revised Development Program for Ballistic Missiles of Intercontinental Range" from 1954.

The RAND report was declassified back in the 1980s.
