The launch of Soyuz TMA-12M is planned at 21:17:25 UTC on March 25th.

Hmm.....there's a 4th Luch floating around? Strange...... (unless it's the ex-Luch-4? However I don't think it is even close to being completed....)  :-\

Is this the 14К166? Same propellant load as Yamal-401, Ekspress-AM5 and Ekspress-AM6 so also based on Express-2000 platform?

I kind of doubt that now. That did appear to be the case. However Yenisey-A1 is due in 2015 at the earliest; whilst this one is late. The environmental study for 14К166 has been and gone. And Olimp-K was also due earlier. References to Luch, as opposed to the open name Yenisey-A1. They may not be this satellite; but there is too many fragments of information pointing to this being something unique and not Yenisey-A1.

We'll still be in Baikonur after the TMA-13M launch when this Proton would launch. We could see this one launch too then! I doubt they'll let us anywhere near this launcher though... Hoping launch date won't slip.

If this was a Luch type satellite would the launch have as high a level of classification as this one seems to have?

According to Interfax liftoff is scheduled at 20:24 UTC on September 27. The Proton will roll out to pad 81/24 early tomorrow local time.
