Next step could be for Roscosmos to assume ownership and reorient the infrastructure to support Soyuz-5.  That would make sense once the launcher starts to operate from (kazakh-owned) Baikonour as it will probably be 5 years or so (?) before the announced pad at Vostochny will be ready for operation.

I suppose the real question is how important is Soyuz-5 to Roskosmos plans?  From what I have seen their long term plan for the next decade+ is based on Soyuz-2 and Angara, but I expect that is hardly set in stone.
