So they have dropped two launches? Blok 48S and 49? And 47 has become a solo launch 47S.

Also to note that one reason for the GLONASS-K was that they could be launched on smaller rockets; two on a Soyuz or six on a Proton. However Soyuz carries just one and the above indicates just three are to be carried by each Proton.

Proton-M for blok 54
http://www.zakupki.gov.ru/pgz/public/action/orders/info/common_info/show?notificationId=3232479

Proton-M for blok K5?
http://www.zakupki.gov.ru/pgz/public/action/orders/info/common_info/show?notificationId=5481090

info different from your link that I am looking at just shows Proton-M for blok K5? as Blok K5.

It just says Proton-M for GLONASS in 2015… can’t see any ‘blok’ number.

One of my fav. topics which I'm following it since I was in my UG Electrical Engineering school (1990-94). I learned a lot once I moved to the US. Here's the GLONASS status URL which I regularly follow:

http://www.glonass-ianc.rsa.ru/en/GLONASS/

I'll update here regularly :)

So they have dropped two launches? Blok 48S and 49? And 47 has become a solo launch 47S.

The original planned Proton GLONASS triplet launches were?
2012 - blok 47
2013 - blok 49
2014 - blok 51
2015 - blok 54

With Soyuz solo launches being 48С, 50С, 52С, 53С…

http://forum.nasaspaceflight.com/index.php?topic=26990.msg893387#msg893387
http://novosti-kosmonavtiki.ru/forum/messages/forum12/topic1452/message930440/#message930440

Then blok 51 was moved from 2014 to 2013.

http://forum.nasaspaceflight.com/index.php?topic=26990.msg971824#msg971824

The previous Soyuz launch was blok 47С? The next Proton launch is also blok 47? Should it be 51? Or 47С in error?

According to the Glonass article from Wikipedia, all Glonass-M satellites will be deployed by the end of 2017, which will be followed by the launches of Glonass-K satellite until 2015; by then, Glonass-KM satellites will be launched, and those satellites will broadcast as many as 13 FDMA and CMDA signals (some of them are still in design phase...).

There are three new contracts between Roskosmos and TsENKI, for the launch of GLONASS satellites by Soyuz rocket. Launch campaign referred to as S4 is dated to the end of 2017, S5 and S6 for 2018.

Contract № 924-С393/16/143
http://www.zakupki.gov.ru/epz/contract/contractCard/common-info.html?reestrNumber=4770238802716000100

Contract № 924-С395/16/145
http://www.zakupki.gov.ru/epz/contract/contractCard/common-info.html?reestrNumber=4770238802716000097

Contract № 924-С394/16/146
http://www.zakupki.gov.ru/epz/contract/contractCard/common-info.html?reestrNumber=4770238802716000096

S3 is the next to go up. Latest ammendment to that contract is dated to the 10th December 2016.

It looks like one of the contracts for the manufacture of Proton rockets, to launch GLONASS satellites, has been cancelled? This was for three rockets, one in 2017 and two in 2018.

Proton-M №53543 flew with upper stage DM-03 №2L. Three contracts are known for the rocket, upper stage and fairing.
http://www.sudact.ru/arbitral/doc/TFEsv45Gx7dh/

The next rocket to go up is Proton-M №53545 with upper stage DM-03 №3L, but I am not sure where it came from.
http://forum.nasaspaceflight.com/index.php?topic=17568.msg1503263#msg1503263

As DM-03 №4L is also manufactured for GLONASS, there might be another phase I Proton-M out there for it.
http://novosti-kosmonavtiki.ru/forum/messages/forum13/topic4533/message792396/#message792396

Proton-M №93559 is the 1st Roskosmos rocket for GLONASS.

So that leaves one further rocket?

The Glonass constellation has ended operations on two of the "inactive" satellites. One was listed as a spare and the other as "under check by the SPC" until august 28.

Glonass coverage will be sub-optimal at least until the sat that will launch on september 22 become active... And then, there will be no spares. Note that at year's end, 6 of the 23-24 active sats will be older than 10 years.

"And then, there will be no spares."

Not in space but there are six GLONASS-M spares on the ground, which can be launched on demand (http://gpsworld.com/glonass-m-satellite-shipped-to-cosmodrome-for-launch/).

Yes of course I meant in orbit spares.

In-demand launch is maybe the appropriate term, but not necessarely the fastest system to cover the constellation capability. Coverage is 23/24 sats since early july, launch will happend end of september and service about a month later.

Why is the constellation kept with no on-orbit spares (which will prompt some level of disruption to the service every time a sat fails)? Is the disruption too small to be of importance and preferable to having unneeded sats degrading in space? Or is it just a cash problem? Maybe some twisted political issue?

Quote
Sept. 22: A Soyuz-2-1b/Fregat-M rocket to launch the GLONASS-M No. 52 satellite from Plesetsk for Russia's global satellite navigation network, GLONASS. The spacecraft was built by ISS Reshetnev based in Zheleznogorsk, Russia, more than two years prior its launch and put in storage to serve as a spare vehicle. The launch of GLONASS-M No. 52 was earlier planned for Sept. 6, 2017, but in July 2017, it was postponed to Sept. 22 of the same year. On Aug. 25, 2017, ISS Reshetnev announced that GLONASS M No. 52 had been air-shipped to Plesetsk aboard an Il-76 transport plane. At the time, the company still had six GLONASS-M satellites in stand-by mode on the ground for the replenishment of the GLONASS constellation on the "as-needed" basis.

------------

"And then, there will be no spares."

Not in space but there are six GLONASS-M spares on the ground, which can be launched on demand (http://gpsworld.com/glonass-m-satellite-shipped-to-cosmodrome-for-launch/).

After GLONASS-M is flown out GLONASS-K2 and then GLONASS-KM will be flown instead in that order.

Soyuz-2.1b №У15000-039 has been delivered to Plesetsk, for the launch of a GLONASS satellite.

Based on previous information I think it could have factory serial number 1/137.

There are two contracts for the delivery of three rockets in 2017: №353-С387/16/70 and №353-С365/17/41. It is the 2nd contract that has a document accepting Soyuz-2.1b №У15000-039 has been delivered, dated September 2017. That detail is not yet provided for the 1st contract.
