We often have deadlines set by directives. And we have to meet them at all costs. And if they're completely behind schedule, they push the deadline back. For example, for the Soyuz-5, a lot wasn't ready, but the launch date had long been set. For the Proton, the goal was: it MUST be launched by February 14th. Whether this goal can be met is a separate question.
