I assume that a version of Soyuz-2 will be used--unless an apparently retired LV is resurrected.
EDIT: See below--there are no known military payloads to be launched on Proton-M.

There's no indication if an upper stage will be used or not.  (If used, a version of Fregat?)

Gagarin's Start is not yet available, so I assume LC 31/6 will be used.

Are there any known possible payloads for this launch?

The only military payload that has been launched from Baikonur in recent years is Blagovest on the Proton. I understand the one launched in August 2019 (nr. 14L) was the last one.  To the best of my knowledge, no other military payloads are currently scheduled to be launched from Baikonur. Therefore, my best guess is that Rogozin somehow misspoke and was referring to a launch from Plesetsk rather than Baikonur. There is a whole bunch of military satellites on the waiting list, so could be anything.

If this turns out to be a satellite actually launched from Plesetsk, and it's a satellite previously discussed here, I'll merge this thread with the pre-existing thread.
