- although ILS still has options with Eutelsat and Intelsat, these companies have no new sats UN-assigned to launchers for this year. So this "TBD" is NET 2021 or later.

Cross posting from
Proton-M/Briz-M - Ekspress-80 & Ekspress-103:
More details on the defective components:

The defective components that Khrunichev Center found yesterday in #ProtonM rockets are bolts used in the internal fasteners of the rocket elements, says Vedomosti. They were overtempered in the production, which negatively affected their hardness. vedomosti.ru/politics/artic…

The defective bolts were found on two #ProtonM rockets assembled in 2015-2016. One of them was intended to launch two Express satellites this March, the second one is waiting to launch #ExoMars2020 rover this Summer.

The bolts can be replaced on Baikonur without returning the rockets to Moscow. They need about 45 days to fix the problem, so the launch of Express satellites was postponed to the end of May, but the problem won’t affect the Exomars launch.

However, there is another possible reason for the transfer, which the leaders of Roscosmos and ESA might not have reported. Two days before the official announcement, a message appeared that the next launch of the Proton rocket with two Express-80 and Express-103 satellites was postponed for two months due to the discovery of "low-quality components."

According to Vedomosti, we are talking about overheated bolts in the body of two missiles - including the one that ExoMars was supposed to send in the summer. On the same day, Roscosmos announced the creation of a special commission that would establish those responsible for defects on the rocket. And we are talking about low-quality components manufactured in 2015-2016.

According to a source in the space industry Gazeta.Ru, the defect was discovered during tests of the second stage of the rocket, and now we are talking about replacing more than a thousand bolts, which are an important element in the fuel lines.

Many screws have to be replaced on the Proton-M 93571 and 93572. Have connections leaked or how has it been discovered? Why not when building?
The 2 rockets were built in 2016-2018. If I am not wrong.
Large quality inspections began at Khrunichev and at VMZ in Voronezh in 2016. Background:
Intelsat-31 launch anomaly, problems with the Proton-M for Echostar-XXI before launch, Soyuz-U lost in December 2016

Investigation into the close call

Following the successful release of the Intelsat-31 satellite, Russia formed an accident commission to investigate the circumstances of a close call during the operation of the second stage's propulsion system and to develop corrective actions as necessary.

According to industry sources, the problem was eventually traced to the breakdown of one of the propellant lines leading to the engine's turbo-pump, apparently as a result of the pipe's inadequate attachment and excessive pump loads.

The defective bolts on a #ProtonM to launch Express-80 and 103 satellites will be replaced by June. According to the source, it is planned to use a rocket that was originally intended to launch MLM Nauka for this launch, which is scheduled for July 30https://ria.ru/amp/20200503/1570909371.html

From today's Rogozin in the Solovyov LIVE channel: - it is planned to create a new Russian near-Earth station after 2030, it will include the Nodal and Scientific and Energy Modules.

If this happens, then the Proton reserved for NEM will be free for a different payload.

Three defective Proton-M missiles returned to Moscow from Baikonur

MOSCOW, August 5 / Radio Sputnik. All three Proton-M launch vehicles with defective components produced in 2015-2016 were returned from the Baikonur cosmodrome to Moscow for repairs. This was reported to RIA Novosti by a representative of the press service of "Roscosmos".
According to him, one of these missiles has already been repaired, sent back to Baikonur, and at the end of July it successfully launched the Express-80 and Express-103 telecommunication satellites.
In March, the launch of Express was postponed due to the need to replace low-quality components in Proton. As the media wrote, it was about the defective bolts used to fasten the pipelines of the second stage of the rocket.
According to Dmitry Rogozin, the general director of Roscosmos, the marriage was allowed in 2015-2016 during the manufacture of individual parts at the Ust-Katavsky carriage plant in the Chelyabinsk region.
