The ALCE will be an international organization that will coordinate cooperation in space technology, research, exploration, and related applications that contribute to and strengthen the comprehensive and sustainable development of a regional space program that will benefit the Latin American and Caribbean peoples.
Mexico and Argentina are among the 18 initial signatories. Brazil is not.I sincerely hope it will not be a do-nothing supranational bureaucracy.

The dialogue with the country is continuing as they would like to join however not all Brazilian entities within the government are all on the same page towards agreeing to join. AFAIU, French Guyana can apply for full membership if it becomes independent of France.

The Comisión Nacional de Actividades Espaciales (CNAE) is the space agency of Argentina, which is currently developing the Tronador SLV. Why did Argentina become a signatory to the convention establishing the Latin American and Caribbean Space Agency (ALCE) if it already has a homegrown space agency?
