There is another earth observation startup planning a large constellation: Blacksky global.
They announced on June 16 that they will launch 6 sats with 1-m resolution in 2016 and plan to have 60 on orbit by 2018. The objective is between 30 and 70 revisits/day in 2018 at medium latitudes.
They have VC funding from Paul Allen and others sources (28M$ at that point).
Sounds like a serious competitor to Skybox.

Global-5 through Global-8 are currently scheduled to be launched in November 2019 on a Small Satellite Launch Vehicle (SSLV) by the Indian Space Research Organization from its Satish Dhawan Space Center. The planned altitude and inclination of these satellites is below:

They were unable to access and collect their satellites during the pandemic shutdowns. The serial numbers BSG 5 and 6 have been stranded over there in storage whereas BSG 7 and 8 never made to ISRO Launch site before it shut down for the pandemic. As a result BSG 7 and 8 flew rideshare instead on the dedicated Starlink L9 flight.

It seems like BlackSky is no longer planning to launch their satellites on this flight:

They would need at least 3-4 months to fabricate and cast solid motors, and the entire LV manufacturing process end-to-ends takes at least 6 months as per this interview with ISRO chairman. I guess they would need couple of months to fix software/sensor bugs, which can theoretically happen in parallel.

However, this report says next launch will be attempted within 4 months after the problem is fixed. So, I don't think next launch will happen before the end of this year.

  Would it be utterly false to presume, that another SSLV was already fabricated( though not assembled and integrated) and hence would be good to launch much sooner than say, 4 months?

You may be right! Looks like they seem to have some parts ready or in the pipeline, as I see in these tenders related to SSLV:
a) 2020 tender for realization and supply 2 sets of SSLV Payload Fairing (SPLF), S2 Shroud (S2S), and SSLV Payload Adapter (SPLA): https://www.isro.gov.in/vssc-p-advt-305-2020

b) 2021 tender for supply of 25 nos. of "SSLV Core Thermal Boot": https://www.isro.gov.in/vssc-p-advt-309-2021

c) 2021 tender for supply of components for "SSLV EMA AUX PSM" (Electro-Mechanical Actuator Auxiliary Power Supply Module?): https://www.isro.gov.in/vssc-mvit-advt-13-2021

d) 2021 tender for purchase of 100 nos. of Power Amplifiers for SSLV: https://www.isro.gov.in/vssc-pur-ii-advt-1-2021-dt-06082021

However, I am not sure about readiness of SS1 casing and SS2/SS3 composite casing. I think metal casings (ex: SS1) are supplied by L&T or Walchandnagar, and composite casings (ex: SS2, SS3) are made at VSSC Composites Entity. Not sure if they've planned to procure/manufacture multiple casings. I did not find any news or tenders related to these.

In any case, I don't think they'll launch sooner than 4 months considering they've PSLV and GSLV Mk3 missions planned from September to December.

I would hope that the software issues that doomed the first SSLV launch by leaving its payloads stranded in an unstable transatmospheric orbit have been tackled and rectified after a few months of investigation.
