According to information on the Chinese 9ifly space forum, the Tongxìn Jishu Shiyan Weixing-4 will be launched from Xichang around October 12, 2019.

According to the public notification document for the region of falling fragments and parts of the spent stages of the launch vehicle in Guizhou Province, at the Xichang Satellite Launch Center, they plan to launch the Chang Zheng-3B launch vehicle on Thursday, October 17, 2019 at 23 p.m. 21 minutes Beijing time.

Launch success has been confirmed. The launch time and payload name are correct.

CAST built the satellite, which officially is for "technological demonstration of multi-band, high speed communication techniques". I think this is the same wording that was used for TJSW-1.
