That PBS dual solid stage looks interesting. I'm guessing this is to increase the payload into LEO or perhaps even put a (very) small payload into geosynchronous orbit.

I would advise all to remember that the so called "safir 1 C" is a speculation at the moment.

Is this imported rocket technology or have they developed it from scratch at home? Does Iran have the knowhow and industrial capability to develop their rocket technology to launch tons into orbit (according to Wikipedia Safir can only put 50 kg in LEO)?

Safir is derived from an Iranian IRBM, which is believed derived from a North Korean missile, which in turn is derived from Scud technology.  Ish.  North Korea also extended this technology to develop the four-engine-boosted Taepo Dong 2 and Unha.  So yes, Iran has, or can have, the know how.  Whether it has the means to fund a long-term robust, useful program is the larger question, because the bigger launch vehicle has no military usefulness.

The only develop from scratch at home rocket is "perhaps" V2. Everyone else has imported rocket technology from somewhere at some point of time (including Iran).

Iran got it's initial rockets (Russian Scuds) from Libya and N.K and the tech from N.K. (a few decades ago).

Norbert Brugge's latest diagram of different versions by the Safir rocket no longer includes a Safir-1C, and it is probably Brugge himself changed his mind about the possible existence of a Safir-1C variant after becoming aware of launches of the larger Simorgh SLV.
