According to http://www.tsenki.com/index.asp the launch of Kosmos-3M rocket with Kosmos (Parus) and Sterkh No. 1 satellites from Plesetsk cosmodrome is planned in July 2009.

According to Lenta.ru there are less than ten Kosmos-3Ms left, with the last launch scheduled for 2011:

Sterkh No.1 satellite has successfully separated from Parus satellite on 5th or 6th revolution.

There have been 21 Kosmos 3M launches since 2000, if I understand Ed Kyle's number correctly. I am pretty sure that production was halted in the early nineties and that they were discussing restarting production in 2005.

This must have happened because I find it hard to believe that the current launch rate could have been sustained from cold war stock alone. What mystifies me is the number remaining, maybe production takes place in batches, instead of "on demand".

To answer my own question, according to RSW there were "around ten" remaining in 2006. If I assume that this figure was given before the launch at the end of that year, it leaves us with "around" two remaining.

GW_Simulations, the news is dated 7 days ago. So the number should have been given according to that day, not 2006. The remaining Kosmos-3M will be marketed by Russian Strategic Forces.

I have heard that Khrunichev (after taking over the Poljot facilities in Omsk) has made available two Kosmos for commercial exploitation. One of them is a classical Kosmos 3M. Apparently, the other one is supposed to be converted from a suborbital Kosmos vehicle (Kosmos 3MR). Could this be? Is there anyone who has more information available?
