The SC Bus has also been used by Civilian programmes. The payload portion of the  model is based on this image released by TsNIRTI: http://russianspaceweb.com/images/spacecraft/military/elint/liana/lotos_payload_2.jpg
The image above on his site is a scale model of a Lotos-M (should be S) spacecraft. There are 2 Lotos-S ELINT payload configurations: one with Nuklon onboard and one without Nuklon. Liana system consists of Pion-NKS sea based ELINT with Radar and Lotos-S land based ELINT sats.

only Pion-NKS are known to use Russian style deployable mesh antennas of a design dating back to before the launch of MIR's Priroda module (77KSI).

If all goes as (apparently) planned, it will be the next orbital launch from Plesetsk, and the next Soyuz launch from Plesetsk, and become Kosmos 2528.

AFAIK it is the same generation and is in addition to previous sats. Kosmos 2455 was a prototype sat and this launch will place the next operational sat in the constellation. I expect Kosmos 2455 will be retired on the next launch after handover period.

Cosmos 2455 appears to have stopped doing orbital manoeuvres and began slow orbital decay when Cosmos 2503 was launched.
