The article notes, "NASA’s Mission Operations Director at the Johnson Space Center, Paul Hill, brought his graphs and charts to Rice University’s Baker Institute, Wednesday night."  The article notes Paul Hill's comment, "'And we would then focus on building the infrastructure to go back to the moon, or to go to Mars, based on the cost savings we'd see in cheaper commercial access to space.'"
