I must say that the thought that a satellite's inertial platform either doesn't notice or doesn't initially take action when some factor makes the spacecraft drift off its proper attitude makes me wince.

"On December 30, Interfax reported that the problems with Angosat-1 had stemmed from incompatibility between standards used by Russian and French-built hardware aboard the satellite. The issue was resolved remotely by specialists at RKK Energia, Interfax said, quoting industry sources."

In a German forum i found a report, that the problem occurred with a star tracker which have a to high resolution. This makes the buffer overflow....

Glad to see the satellite was recovered, but does the reported incompatibility between French and Russian equipment perhaps suggest a lack of integration testing?

I'd like to note, that I'm not sure how credible this info. The source makes strange (doubtful) statements:

1. The solar panels did not deploy
2. The communication with satellite reestablished on Dec 28 lasted only 15 minutes.

With respect to this info - couple questions:
Is it possible to tell if a satellite in GEO dead or alive - just by observation? Say, by registering its drift?

Also - is there any rule which require GEO-satellite operator report lost control of satellite ?

Satellite is still in its drift orbit and has drifted right past its announced location.

I think it's true there is no control.
Looking at STK plots now, since Dec 29 not a single hint of any manoever. Drifting about 3°W/day, now near 3°E, and inclination increasing steadily.

The spacecraft (spacecraft) "Angosat", created in RSC Energia, commissioned by the Ministry of Telecommunications and Information Technologies of the Republic of Angola, is undergoing scheduled flight tests.

The telemetry received from the satellite made it possible to identify the problem in the operation of the equipment of the electric power supply system of the "Angosat" spacecraft. RSC Energia specialists complete the processing of available telemetry information and are preparing to conduct a series of tests.

In the near future, the spacecraft "Angosat", moving along the geostationary orbit in the western direction, will leave the radio visibility zone of the means of the Flight Control Center (Korolev).

In view of the high responsibility of maneuvers in the geostationary orbit, it was decided not to actively influence the spacecraft before it returned to the radio visibility zone.

The resumption of work related to the flight tests of the spacecraft "Angosat" is planned in mid-April 2018.

So they will try to revive the spacecraft after ~90 days with no telemetry and no command capability? No one in their right mind would voluntarily do that. It is just too embarrassing for Energia to admit that a spacecraft designed to work for 15 years only lasted 15 minutes. By April they hope everyone will have forgotten about it.
