Surrey Satellite Technology Ltd. (SSTL) has signed an agreement with Antrix Corporation Limited, the commercial arm of the Indian Space Research Organisation (ISRO), for the launch into a 580 km. SSO of NovaSAR-1, a small, Synthetic Aperture Radar (SAR) satellite, and SSTL S1-4, a high resolution Earth observation satellite — the two satellites will launch on PSLV-C42 and is scheduled to lift-off in September of 2018.
NovaSAR-1 is a technology demonstration satellite mission designed to test the capabilities of a new low cost S-Band SAR platform. The spacecraft was designed and manufactured by SSTL, with an S-Band SAR payload developed by Airbus Defence and Space in Portsmouth, UK, and an Automatic Identification Receiver (AIS) receiver supplied by COM DEV to track ships at sea. NovaSAR-1 will be operated from SSTL's Spacecraft Operations Centre in Guildford, UK.
Gunter: Is that direct information, or deduction? (I copy/paste/sent this post to Gunter with my question.)(The previous thought or consensus was that NovaSAR-S and SSTL-S1 4 were launching with multiple secondary payloads. Some or all of those payloads are now manifested on PSLV C43.)
Isro chairman K Sivan told TOI, "We are going to conduct 19 missions, including 10 satellites and nine launch vehicles, between September and March. For Isro, this will be the highest density period for launches as never before we had launched two satellites within 30 days consecutively for months. We will resume our services on September 15 with the PSLV C42 mission, which will totally be a commercial launch." PSLV C42 will carry UK satellites - Novasar and S1-4 - as the main payload.

Indian Space Research Organisation (Isro) is gearing up for a full commercial launch on Sunday (September 16) when its PSLV C42 will lift off with two British satellites from the Sriharikota launchpad.The two UK satellites - Novasar and S1-4-weighing 450 kg each will be the main payload as there will be no Indian satellite. Britain will use these satellites for earth observation.

However, this will not be the first time Isro is going for the full commercial launch."On April 23, 2007, the space agency had for the first time launched a rocket solely for commercial purpose. Its PSLV-CA carried Italy's astronomical satellite AGILE as the main payload. Thereafter, on July 10, 2015, Isro achieved another milestone when it carried out the heaviest commercial mission successfully as its PSLV-XL lifted off with five UK satellites together weighing 1,439 kg.

if the launch is 22:07 IST on 16th it is 16:37 UTC wich is 12:37 EDT all on 16th and all by 24h clock, that is near noon in EDT. That is 12:37 pm if i've understood the 12h clock correctly. 12h clock should never be used when writing/typing international times. in my opinion.
