Air Force is paying for BE-4 development

I was under the impression that BO was paying for the BE-4 out of internal funding.

But in the Av Week article, U.S. Air Force Lines Up Space Launch Vehicle Investments,

To date, the Air Force has been sponsoring development of the liquid oxygen/kerosene Aerojet Rocketdyne AR-1 and the liquid oxygen/liquid methane Blue Origin BE-4 through a subcontract under ULA.
This article is derived from conversation with Claire Leon, who heads the Air Force’s launch enterprise directorate, so it seems pretty authoritative.

I wonder if this is an explicit contract item, or if as part of launch assurance ULA can present this as part of a program to ween the dependency on Russian engines.
