"James Link, president of Huntsville's Teledyne Engineering, one of NASA's major contractors, said that according to federal rules on its contracts 30 percent have to be awarded to small businesses."
Does that work for all contracts from the government?

And that's why Huntsville is literally covered in small engineering/manufacturing companies, serving both NASA and the Army (more so the latter, as they tend to order larger production runs)...
