My theory on EMIsat is that it is an Electromagnetic Signal Intelligence Spy satellite being developed for Indian Military

Few years ago there was a reference to a plan to design ELINT and SIGINT payloads for satellites that appeared to be under a DRDO project name called KAUTILYA. The reference appeared in the 2013-2014 annual report of drdo Ministry of Defence see Page 95 of : https://web.archive.org/web/20160304075105/http://www.mod.nic.in/writereaddata/AnnualReport2013-14-ENG.pdf

ISRO will design the satellite and DRDO will design the payload.

The above info is my theory and is currently unconfirmed.

Is this different from the reported  Communication Centric Intelligence Satellite (CCI-Sat), whose payload was reportedly under development by DRDO? Or maybe they are the same?

CCI-Sat's relation to this project is unknown.

But they are likely to be related and also may have some common goals. One of them will SIGINT while the other one may be ELINT.

GISAT will augment them with continuous imaging support.

EMIsat seems to be an Earth observation satellite (anyone knows what this acronym means?)
SPaDEx seems to be a Space Docking Experiment between 2 mini satellites

ELINT from SSO!?!   ???

It's not impossible, the French have launched several ELINT sats in SSO, as rideshare with their observation satellites.

It appears to me that ISAC ( ISRO Satellite Application Center ) has let ISRO down again by not having the Satellite ready for launch in due time whereas ISRO's launch vehicle team seems to almost ready with the launch, by having the launch vehicle assembled. The same thing happened to GSAT-9 launch when at the last moment ISAC announced that they haven't completed with the satellite development, testing etc. And mind you, according to a recent report, ISAC has an ambitious plan to develop 16 to 17 satellites every year from next year with the participation of Indian industry. This delay appears to further delay the launch of LVM3 which has already been pushed from Mid-January to April End and now early June. I hope, by the time, middle of June appears, ISAC would NOT say that GSAT-19E has some problems to be fixed.

What's the source for the delay from the 25th of May to "June"?

I am one of the students involved in one of the QB 50 satellites (COMPASS 2 to be precise) and right now we have no information on the current launch date from any official side, that's why I am asking...
