Let's wait until Soyuz-2.1A maiden flight from Vostochny, presidential endorsement of Angara-A5V project and ROSCOSMOS plans for Vostochny constriction Phase II (as minimum about a single launchpad for Angara-5 "family" of launchers).

According to Mr. Zak the Mobile Crew Access Tower is designed to support mass and the roof is designed to be raised to A5V's Height however only A5P's design is finalized so renderings are approximate for A5V's modded MCAT.

So I came across this fragment, but don’t understand. 17Д58Э и 11Д458М are the engines used in Briz upper stages; but what is the connection with Angara?

Quoting a "well-informed source" within Spetsstroi (the Federal Agency for Special Construction), Izvestiya reports that the Ministry of Defense is planning to build a second Angara pad at Plesetsk by 2019 and will take into account the lessons learned from the construction of the first pad (which was based on Zenit infrastructure). Agreement has reportedly been reached on a construction schedule.

The report comes just several months after a decision to build just one rather than two Angara pads at Vostochnyy.

The Angara complex at Vostochnyi is still required to be built in the way intended allow for a dual pad however only the left pad will be built for the decade 2020 and provisions such as cryogenics control bunker et cetera are required to be built to the dual pad design. The electrical, cryogenics et cetera to service the right pad will be capped off until the need to build the right pad arises.

Angara-A5P version will have engine RD-0124AP on its third stage. Certification should occure in 2016.

So what is this module?

It is like Volga US and is used to bridge gap between Angara A1.1/Briz-KM (unlikely to ever fly) and Angara-A1.2/Briz-KM. Briz-KM can fly on A1.2 in place of the AM and would be designated as Angara-A1.2/Briz-KM. Flights with AM are designated as Angara-A1.2/AM.

Angara-A1 versions in order (some version unlikely to ever fly):
Angara A1.1 (Suborbital (fka A1.0))
Angara A1.1/Briz-KM
Angara-A1.2 (No US)
Angara-A1.2/AM
Angara-A1.2/Briz-KM

I thought that the Briz-KM was out of production due to problems with the Ukrainian guidance system, at least that is the explanation why Eurockot is not available now.

AFAIK, temporarily out of production for new launch contracts only until Ukrainian hardware is replaced with new Russian hardware. Exact date of this scheduled switch is unknown as to when it will occur. Current batch will allow majority of existing contracted flights to fly.

According to NPO Energomash RD-191M Engine throttled up by 10% more of the nominal thrust.
This particular LPRE configuration planned to be used on Stage I and Stage II of Angara A5 and
Angara A5V launch vehicles.
Using this engine would increase a payload capacity of standard Angara A5 to LEO up to 25.5 tones.

"Kommersant" reports that a decision was made at a meeting between Putin and space officials yesterday not to build a second Angara pad at Plesetsk. The money will be diverted to building the sole Angara pad at Vostochnyy (where the number of pads had earlier been reduced from two to one). The Ministry of Defense will take part in building the Vostochnyy pad and in return will be allowed to perform military Angara launches from the new cosmodrome.

It was also decided at the meeting not to build a separate assembly building and a separate payload preparation facility for Angara at Vostochnyy. The existing Soyuz assembly building and satellite preparation facility will be used instead.

All this is the result of serious cutbacks in cosmodrome development in the period until 2025. The originally requested budget of 1 trillion rubles is expected to be reduced to 340 billion rubles in the proposal to be forwarded by Roscosmos to the government shortly. The budget for cosmodrome development until 2025 (which is separate from the Federal Space Program budget) was originally supposed to be approved in late 2015.
