This launch, one of 11 for ULA's Atlas V in 2016, has slipped to January 26, 2017. So now we're looking at 10 Atlas V launches this calendar year.  From memory, WHAP or Newton_V have suggested there may be another that slips to 2017.

We also lost the Mars Insight mission to 2018

If I remember correctly, I think I was referring to this one as the "other one" slipping to 2017.  The Delta Ii was first, then Insight, the AEHF.  AV-070 is now the unassigned tail number, with the December ER slot now open.
My bet is Insight will fly in 2018, but you never know.

This has me a little confused...

Lockheed Martin Space Systems Co., Sunnyvale, California, has been awarded a $32,077,853 modification (P00720) to contract F04701-02-C-0002 for Advanced Extremely High Frequency (AEHF) Satellite Vehicle 4.  The contract modification is to implement SV 4 operational resiliency phase one for the AEHF.  Work will be performed in Sunnyvale, California, and is expected to be completed by Jan. 31, 2021.  Fiscal 2018 space research; and development test and evaluation funds in the amount of $4,086,205 are being obligated at the time of award.  Total cumulative face value of the contract is $9,236,908,810. Space and Missile Systems Center, Los Angeles Air Force Base, California, is the contracting activity.

AEHF communications are jam-proof and offer low probability of detection or interception, and the four-satellite constellation will be able to deliver that capability worldwide.

The satellite enables military communications with real-time video, battlefield maps and targeting data, boosted by a five-fold increase in individual user data rates. This delivery comes at a time when more troops are on the cusp of using AEHF’s benefits with a new generation of terminals that will soon be available based on both DOD and commercial models.

The AEHF system provides vastly improved global, survivable, highly secure, protected communications for strategic command and tactical warfighters operating on ground, sea and air platforms. The system also serves international partners including Canada, the Netherlands and the United Kingdom. A single AEHF satellite provides greater total capacity than the entire legacy five-satellite Milstar constellation.

Lockheed Martin is under contract to deliver six AEHF satellites and the Mission Control Segment. The first three AEHF satellites are on orbit, and AEHF-5 and -6 are progressing on schedule. All satellites are assembled at the company’s Sunnyvale, California, facility.

This one going to a different orbit than the prior AEHF's which were supersynchronous to something like 225 x 50,000 km x 20.9 deg and only used two Centaur burns.  AEHF-4 will go to a 8,914 km x 35,299 km x 12.8 deg using three burns, which is probably less delta-v to GEO.  I'm not sure about the slightly pre-apogee burn.  Perhaps it has to do with tracking coverage?  Maybe the graphic exaggerates the orbit?

Likely a combination of any or all of:
Time to SV-Sep is greatly reduced with small impact to performance (didn't calculate time from TA of 145ish to 180)
SV or LV battery/power requirements
SV or LV thermal requirements
Post-SVSep mission ops
others

This mission design used to be on a 531 with more traditional GTO.  Possible this new mission design is within analyzed ranges of previous analyses, and coasting a few more hours would necessitate more analyses and re-qual of components.

BTW, I think that orbit inclination is closer to 12.6 and the perigee closer to 9200 km.

Lockheed Martin manufactured the AEHF-4 satellite at its Sunnyvale, California facility. The satellite was delivered to Florida on July 27, 2018.

The AEHF team is led by the MILSATCOM Systems Directorate at the U.S. Air Force Space and Missile Systems Center. Lockheed Martin is the primary contractor, Northrop Grumman is the payload manufacturer. Air Force Space Command operates the AEHF system.

United Launch Alliance will use an Atlas V 551 rocket to launch the fourth communications satellite in the Advanced Extremely High Frequency (AEHF) series for the U.S. Air Force.

AEHF satellites provide highly-secure, jam-proof connectivity between U.S. national leadership and deployed military forces. Atlas V rockets successfully launched the first three AEHF satellites in 2010, 2012 and 2013 as the new constellation was formed in geosynchronous orbit 22,300 miles above Earth.

This will be the 131st mission for United Launch Alliance and our 50th launch for the Air Force. It is the 79th for an Atlas V rocket and the 9th in the 551 configuration.

I have a question about this launch. AEHF- 1 through 3 rode a 531 into a ~GTO-1500 orbit. AEHF-4 is riding a 551 into ~GTO-1000. Why? the perigee of the centaur will be such that it won't decay for millennia, surely this is a concern.

The reason why AEHF 4 will be going into a GTO-1000 orbit is so that it doesn't have to use up a lot of its fuel to get to geostationary orbit.

AEHF 1, 2, and 3 used a considerable amount of fuel since the perigee at deployment was around 200-300 kilometers.

It may be an effort to save fuel to give the satellites more contingency fuel to make the platform more survivable.

Everything is progressing toward the ULA Atlas V launch carrying the AEHF-4 mission for the U.S. Air Force. The mission is set to lift off on Wednesday, Oct. 17 from Space Launch Complex-41 at Cape Canaveral Air Force Station in Florida. Today’s forecast shows an 80 percent chance of favorable weather conditions for launch. The two hour launch window begins at 12:15 a.m. ET.

Nice to see a fresh coat of paint on the MLP, as it was starting to look a bit dilapidated. Also, is that a license plate I see on the MLP... government bureaucracy to the extreme or some sort of inside joke?
Edit: I now see the wheel hubs... do they only have one set and transfer them between coasts?

CAPE CANAVERAL AIR FORCE STATION, Fla., Oct. 17, 2018 /PRNewswire/ -- The fourth Advanced Extremely High Frequency (AEHF) protected communication satellite, built by Lockheed Martin (NYSE: LMT) for the U.S. Air Force, was successfully launched today at 12:15 a.m. from Cape Canaveral Air Force Station aboard a United Launch Alliance Atlas V 551 rocket. Lockheed Martin confirmed signal acquisition at 3:47 a.m. ET.

U.S. Air Force's fourth Lockheed Martin-built AEHF satellite is encapsulated in its launch fairings prior to lift off from Cape Canaveral Air Force Station.

The AEHF system provides global, survivable, highly secure and protected communications for strategic command and tactical warfighters operating on ground, sea and air platforms. The satellite will now move into a testing phase prior to hand over to the Air Force. With four satellites in orbit, the AEHF constellation completes a geostationary ring and will be able to deliver global coverage.

AEHF also serves international partners including Canada, the Netherlands and the United Kingdom.

Lockheed Martin is on contract with the Air Force to deliver the fifth and sixth satellites and upgraded the Mission Planning ground system. Lockheed Martin contributed payload system engineering, mission control ground software, solar arrays and the LM A2100 spacecraft bus, which is a dependable and low-risk platform for commercial, civil and military satellites. All AEHF satellites are assembled at the company's Sunnyvale, Calif. facility.

One AEHF satellite provides greater total capacity than the entire legacy five-satellite Milstar constellation. Individual data rates increase five-fold, permitting transmission of tactical military communications, such as real-time video, battlefield maps and targeting data. In addition, AEHF affords national leaders anti-jam, always-on connectivity during all levels of conflict.

The AEHF team includes the U.S. Air Force Military Satellite Communications Systems Directorate at the Space and Missile Systems Center, Los Angeles Air Force Base, Calif. Lockheed Martin Space Systems Company, Sunnyvale, Calif., is the AEHF prime contractor, space and ground segments provider as well as system integrator, with Northrop Grumman Aerospace Systems, Redondo Beach, Calif., as the payload provider.

The launch of AEHF-4 marks ULA’s 50th launch for the U.S. Air Force; ULA’s first Air Force mission was Space Test Program-1 (STP-1), launched March 8, 2007.

The 4th Space Operations Squadron at Schriever Air Force Base, Colorado made first contact with the Advanced Extremely High Frequency Four satellite minutes after its launch Oct. 17.

United Launch Alliance used an Atlas V 551 rocket to launch the AEHF-4 communications satellite for the U.S. Air Force from Space Launch Complex-41 at Cape Canaveral Air Force Station, Florida.

Lt. Col. Armon Lansing, 4th SOPS commander, said the spacecraft will provide some new capabilities.

 “Many of the space systems we have are ageing and this launch provides some new capabilities as far as security and increasing bandwidth for our strategic and tactical users,” he said.

This is the fourth spacecraft in the new system of protected satellite communication systems and ninth in the group of protected satellites.

The system is a joint-service satellite communications system, providing survivable, global, secure, protected and jam-resistant communications for high-priority military ground, sea and air assets.

“This particular space craft, being AEHF, is primarily designed for the strategic fight, supporting missile defense and presidential communications,” Lansing said. “However, with the upgrade and additional capabilities, it also provides some links for our tactical users as well.  There are more tactical users looking into and desiring this capability to be able to ensure their communications get through.”

The first three AEHF satellites were successfully launched in 2010, 2012 and 2013 as the new constellation was formed in geosynchronous orbit 22,300 miles above Earth to build up and eventually succeed the legacy Milstar fleet. One AEHF satellite has greater capacity than the entire five-satellite Milstar constellation.

This jam-resistant system also serves international partners including Canada, the Netherlands and the United Kingdom.

First Lieutenant Andrew Donlin, Space and Missile Systems Center business operations director for the AEHF-4 space segment, said the collaborative work of allied countries in the space realm is paramount.

“Going forward, for the future of space operations, it is really important we work with our allies to provide capabilities to the warfighter,” he said.

The entire project’s production was an international affair, with parts constructed from Los Angeles, California to as far as Zurich Switzerland.

Second Lieutenant Johnathan Desimone, SMC project officer with the AEHF program office said the work of the production and launch teams is a great achievement.

“Today was a monumental occasion,” he said. “We are all extremely proud and happy to be part of team.”

The Air Force will continue to expand the AEHF constellation to meet the demands of the Defense Department and the warfighter.  AEHF-5 is projected to launch in the summer of 2019 and AEHF-6 in 2020.

The fourth Lockheed Martin-built AEHF satellite arrived to geosynchronous orbit and met all spacecraft performance requirements.

The AEHF-4 on-orbit test (A4 OOT) successfully activated the payload, built by its major subcontractor, Northrop Grumman, and demonstrated that AEHF-4 met all of its requirements. A4 OOT was the first ever test to have all six AEHF operational terminals communicating over XDR. The terminal types include AEHF SMART-T, FAB-T, MMPU, NMT, Global ASNT and ACF-IC2.

The addition of AEHF-4 to the constellation provides a new capability of global extended data rate (XDR) communications. XDR communications provides data rates to its users five times higher than medium data rate (MDR) and 350 times higher than low data rate (LDR) communications. Milstar, the predessor to AEHF, uses both LDR and MDR communication modes to directly support the warfighter.

This was the last step before control authority of the satellite is handed over to the U.S. Air Force SMC where it will join the combined AEHF-Milstar constellation.

The 4th Space Operations Squadron accepted control of a new satellite in their constellation, Advanced Extremely High Frequency-4 from the Space and Missile Systems Center and 14th Air Force in a satellite control authority ceremony at Schriever Air Force Base, Colorado, May 3.

Second Lt. Scott Podlogar, 4th SOPS satellite engineer, said the ceremony designates who has the authority to operate the platform.

“The agency accepting control is responsible for maintaining the health and safety of the satellite as well as making sure it accomplishes the mission it is designed for,” he said

According to Amanda Shepherd-Bond, 4th SOPS satellite spacecraft engineer and event coordinator, the squadron increased their capability with the new addition.

“AEHF has increased our coverage over the Milstar satellites as well as approximately 10 times the throughput and better jam or rapid modification of radio waves resistance,” she said.

The 14th AF hosted the ceremony via teleconference, with Col. David Ashley, SMC AEHF program manager, Lt. Col. Paul Freeman, 50th Operations Group deputy commander, Juan E. Cruz, 14th Air Force mission warning program analyst and Lt. Col. Armon Lansing, 4th SOPS commander in attendance.

During the ceremony, the SMC approved AEHF-4 as being ready for operations, handing control to the 14th AF, who delegated control to the 50th Space Wing, then to the 50th OG and finally to the 4th SOPS.

Shepherd-Bond said the addition of another AEHF platform is significant for 50th SW operations as a whole because it increases coverage across air, land and sea for range communications and greater crosslinking capability.

“AEHF already supports numerous mission operations including space and intelligence, nuclear and defense, theater mission defense and special operations,” she said.

The satellite is the fourth AEHF in orbit and increases the warfighting superiority of the customers supported by 4th SOPS.

“There are plans for AEHF 5 and 6 to launch and join in a few years. The launch of AEHF-5 will occur later this summer,” Podlogar said.

4th SOPS furthers the mission by evolving space and cyberspace warfighting superiority through integrated and innovative operations.

“The addition of this satellite to the protected communications constellation further promotes Schriever and America as being the masters of space,” Podlogar said.

Well, Tory, what's your hypothesis for 3 Centaurs breaking up? Collisions seem very unlikely to destroy 3 Centaurs while hitting few if any other remnant stages.   Something wrong with passivation, on the other hand, explains this perfectly.  Also there is no obvious bias in the pattern of debris, arguing for an internal event.

The only other systematic explanation I've heard is that someone is using Centaur upper stages for target practice.  But either whacking someone else's satellite, or even whacking your own and creating long-lived space debris, would cause (justified) outrage if found out.  Plus this would have to be a kinetic weapon - a directed energy hit would not cause a Centaur to explode unless there was some internal energy.  But again the pattern of debris shows no obvious evidence for a collision.
