We knew it was procured as a commercial launch because it had a commercial launch license.  Mention of contracting/delivery on orbit in these comments:

Pages 64-66, 71, 75 all have little nuggets of information.  I thought the discussion of when SpaceX could declare mission success is interesting.

So a successful separation is not necessary for SpaceX to declare the launch successful? Just as long as the vehicle's reached the right orbit?

When they say "vehicle" there I think they mean NROL-76.  It's just interesting that they coordinate ahead of time the conditions and timing for when to allow the launch provider to announce success.
