First elements of the payload have been published showing it in the super-synchronous transfer orbit.
INTELSAT 31 [41581/16035A]  3365km x 65063km @ 29.57 deg

The intended orbit was 3503km x 65000km @ 29.6 deg (per russianspaceweb.com).

A solid result, and a hint that Proton Phase 4 has more performance in her.  This was likely the second "close call" this year among all of the world's launch vehicles.  I wonder if Briz M was able to perform its post-separation burns as planned.

Maybe SpaceX is reserving 30% margin for reusability, while ILS/Proton is reserving 30% margin for anomalies.   ;D

Yes, Briz in 1829 x 63713 km x 31 deg so it did make a significant post-sep burn.

Igor  - do you know the intended stage 3  perigee/apogee?  Probably about -500 x 170 as usual?

Igor  - do you know the intended stage 3  perigee/apogee?  Probably about -500 x 170 as usual?
Don't know unfotunately but I believe planned velocity at separation was 7307 m/s.
This message reflects my personal opinion based on open sources of information.

The following is a statement from International Launch Services (ILS) and Khrunichev State Research and Production Space Center (Khrunichev) on the ILS Proton Breeze M launch of the Intelsat 31 satellite on June 9, 2016 from the Baikonur Cosmodrome:

The ILS Proton Breeze M launch vehicle successfully delivered the Intelsat 31 spacecraft to its Super Synchronous Transfer Orbit on June 9. Both ILS and Khrunichev confirm that the flight path was within requirements with a precise satellite injection orbit of 3428 x 64,964 km, inclined 29.53 degrees and within 1.1 m/s of the target, well within Interface Control Document (ICD) requirements. Telemetry data is currently being processed.

Well nothing was said after the launch of AMC23 and that one too had a problematic second stage engine, according to the manufacturer KBKhA.

Confirmation that investigation is occurring and ongoing:
Investigation into upper stage glitch delays next Proton launch

Also, the investigation is the reason for the substantial delay of the next Proton/ILS launch.
