View from the Tanegashima webcam a few minutes ago - horribly overexposed, but you can just make out H-IIA F39 on Pad 1, in the far right of the image.

And here's William's launch article:
https://www.nasaspaceflight.com/2018/06/japans-h-iia-rocket-igs-radar-6-launch/

Quote
Japan has not announced whether the Radar 6 satellite on Tuesday’s launch is a fifth second-generation spacecraft, or the first third-generation radar mission.

Q1. Are there any document-sleuthing or amateur satellite observing methods that could answer this question?

Q2. Will this launch use the 4S payload fairing?

Q2. Will this launch use the 4S payload fairing?

Slightly better view from the webcam - hard to say for sure given the quality, but looks like a 4S.

For Q2, it was indeed the 4S fairing being used - check out the photos from people on site on my Twitter account.
