No it was not suggested by nasa guys, the idea of a Red Dragon Sample return mission was to have a separate MAV that was carried by the Red Dragon. This MAV would likely be two stage as well.
It is all well and good to quote those things that made it past your confirmation bias that other people wrote, but this is a discussion board damnit! Let us know what you think! And why!

Maybe not for 2018, at least not a Mars adapted verson.
Emphasis mine to point out that you're basically agreeing with my comment that their Internet satellites would not be suitable for Martian use i.e. probably too small, not tough enough (not rad-hardened enough), lack of Mars-Earth comms, etc.
But they may design a basic satellite bus so that it can be upgraded for Mars. I'll let the industry specialists let us know if that's possible.

Software is a huge part of a satellite, and therefor a lot of the development time, that would be very similar, so there is a certain amount of commonality.

I doubt radiation is a concern. Polar orbit tends to have fairly high radiation of concern for electronics due to South Atlantic Anomoly (etc). Different thermal environment, but that can be addressed easily. Comms don't have to be different physically, as a high gain phased array would work at Earth or Mars, only difference is lower data rate when transmitting to Earth from Mars (different coding scheme). "Too small" is not an actual problem.
