"Two decades behind schedule"? Was the MLM Nauka really targeted initially for launch in year 2000?

Even by Zak's own account, only if you count starting from its backup role as Zarya's replacement if it was destroyed or unusable: FGB-2 (aka Nauka) would be outfitted to fulfill its role, although at the time of FGB-1's launch it was only ~65% complete.

First notional public launch date was 2007, although the first one where its current mission as "MLM" was outlined was actually 2009. The real downfall "only" really started about 2013 though, when defects started to be found.

Thanks! So its about one decade behind schedule, not two decades.

It has changed module designation and purposes more than 5 times thus having to be continuously modified to its new role part of the reason for fuel system contamination et cetera. And the FGB-2 pressure hull is even older with parts dating back to  the Polyus TKS integrated Bus programme. FGB-1 Hull was ex TKS#8 and FGB-2 hull was ex TKS#9.

MOSCOW, Feb. 11 - RIA News. The Research Institute of Nuclear Physics of Moscow State University, together with European countries, is preparing to launch several small scientific satellites together with the Meteor-M meteorological device No. 2-2 from the Vostochny space center in June-July, the Institute’s director Mikhail Panasyuk told RIA Novosti.
Firstly, this is the Amical-cubsat, created together with two French universities in Grenoble, to study the aurora. We will try to make Amical measuring 1U (10 by 10 by 10 centimeters) in time for launching Meteor-M No. 2-2 meteorological satellite, which is scheduled for the end of June - beginning of July. The satellite platform is Polish, the Poles are connected with the French, and we are integrating scientific equipment, ”Panasyuk explained.
He added that the ATISE satellite, which is 3U in size (30 by 10 by 10 centimeters), is also being manufactured with the French.
Secondly, INP MSU together with the German company German Orbital Systems (GOS) makes three cubsat. "The first device is entirely related to the study of the radiation situation in near-Earth space. We want to install on this satellite a new device for measuring radiation, the newest processor system for assessing the effects of radiation on it and one of the elements of a promising high-voltage system. And is a multi-pixel dosimeter, which not only measures radiation, but also determines its source, we want to join our efforts with several Czech institutions, "said the director of INP MSU.
According to him, the second satellite will explore gamma radiation, and the third is being created together with Amur State University. "For this university, we will offer a joint study of radiation or gamma radiation - integral components of the" space weather ", - said Panasyuk.
He added that the timing for all three satellites joint with GOS is very tight, as their launch is tied to Meteor-M No. 2-2. In April-May, the INP MSU has to supply scientific equipment to the Vostochny space center, the institute director added.

IIRC, price per seat on Soyuz for NASA in 2018 was about $82 M; per year it gives 82*6 = $492 M.
And again - IIRC - for year 2018 Russian federal funding for space industry was about $1.5 B.
So it's more like quarter than "almost nothing" - of course, if I did not mess up the numbers :)
The appropriated 2018 funding for civilian space activities was 181.76 billion roubles = $2.75 billion.

wiki-ru gives 128 billion rubles as Roskosmos budget-2018 with reference to
"Федеральный закон «О федеральном бюджете на 2018 год и на плановый период 2019 и 2020 годов» от 05.12.2017 N 362-ФЗ"

On the other hand, fcp.economy.gov.ru gives picture (attached) with even smaller number (less than 100 billion rubles) for 2018...

I don't know what's the reason for such discrepancies, may be it's the way draw a line between "civilian space activities" and others, may be something else. And actually I don't care: by any arithmetic $500 M is a substantial loss in Roscosmos scale.
Please move such non schedule related discussions to another thread.

Rogozin Promises Vladimir Putin to Double Launches to 45 This Year:
"I must note that, in 2018, we had 22 launches; in 2019, Mr President, 45 launches are planned – more than double. The workload is large, but I believe we can handle it."
