I calculated the delta-v to GEO for both satellites using https://gtocalc.github.io/.

Eutelsat 5 West B: 12,040 by 65,000 kilometers inclined 13.4 degrees is equivalent to 1,037.398 m/s.

MEV-1: 12,049 by 65,000 kilometers inclined 13.3 degrees is equivalent to 1,035.319 m/s.

The two Proton payloads launched yesterday now tracked in 11980 x 64948 km x 13.4 deg and 11989 x 65080 km x 13.4 deg high-perigee supersynchronous transfer orbits. No TLEs for the Briz-M stage yet.

Sounds like a perfect chance to use co-passenger MEV-1 to at least go up close and inspect the solar array in question. Maybe even use the satellite's attachment structure to tinker with it if the problem is related to snagging that caused it not to fully deploy.

Update on EUTELSAT 5 West B status
Press release   •   Jan 17, 2020 07:09 CET

Paris, 17 January, 2020 – On October 24, 2019, Eutelsat announced an investigation into a malfunction on one of the two solar arrays on its EUTELSAT 5 West B satellite. Pursuant to this investigation, the loss of the satellite’s South solar array has been confirmed. With the exception of the South solar array, the satellite performance remains nominal.

The attendant power loss means c.45% of the capacity of the satellite can be operated.

The satellite is now expected to enter commercial service later in January and is expected to meet the designed life time.

A number of mitigation actions aimed at assuring service continuity will be implemented, following the end of life in stable orbit of EUTELSAT 5 West A, for the largest possible number of customers.

EUTELSAT 5 West B is fully insured against the eventuality of a partial or total loss by a launch-plus-one-year insurance for up to 173 million euros.

The partial non-availability of EUTELSAT 5 West B will reduce Financial Year 2019-20 revenues for the Operating Verticals by 5 to 10 million euros.The one-off cost of mitigation, mostly related to the repointing of ground antennae will be between 0 and 10 million euros.

In consequence, Eutelsat’s revenue objective for Financial Year 2019-20 is mechanically revised to between €1,270 million and €1,315 million for the Operating Verticals.

All other financial objectives are unchanged.

EGNOS payload enters service on EUTELSAT 5 West B

Paris, 14 February, 2020 – Eutelsat Communications (Euronext Paris: ETL) announces that the GEO-3 payload of the European Geostationary Navigation Overlay System (EGNOS), a hosted payload aboard its EUTELSAT 5 West B satellite, has successfully entered into service.

EUTELSAT 5 West B is hosting the Eutelsat-procured EGNOS payload under a 15-year agreement signed in 2017 with the European Global Navigation Satellite Systems Agency (GSA). The contract also includes technical services and a European ground infrastructure, including two gateways installed at Eutelsat’s Rambouillet and Cagliari teleports.

Yohann Leroy, Eutelsat’s Deputy CEO and Chief Technical Officer, said: "Eutelsat is proud of the collaboration with its customer GSA, its partners including the European Space Agency, and its suppliers, culminating in the entry into service of this next generation technology of EGNOS on EUTELSAT 5 West B. We are delighted to host this payload, which will significantly enhance the performance of global navigation satellite systems across Europe, notably Galileo, in the coming years.”

This Service Notice informs EGNOS users that EGNOS Space segment configuration will change in August 2025 in the context of the EGNOS System Release 2.4.3 deployment.

GEO-3 satellite (Eutelsat 5 West B – PRN 121) will start broadcasting in OPERATIONAL status, transitioning from its current TEST state. As a next step, GEO-2 satellite (ASTRA 5-B – PRN 123) will transition to TEST from its current OPERATIONAL status. This Service Notice provides information about time frames, GEO coverages and impact on the EGNOS services during this GEO swap.

EGNOS Open Service users are advised to tune the best PRN in each of the phases, according to the operational satellites during the GEO swap detailed in the following sections. References to guidelines for equipment configuration are provided in section 3.

The latest information can be found in the EGNOS User Support website, as described in section 2.

Key Milestones
25 August 2025: The GEO-3 satellite Eutelsat 5 West B (PRN 121) transitioned from test to operational status, broadcasting the operational Signal In Space (SiS).
5 September 2025: The GEO-2 satellite ASTRA 5-B (PRN 123) will move from operational to test status, broadcasting the test SiS.

This "GEO swap" will see the EGNOS Space Segment composed of GEO-1 and GEO-3 in the operational platform and GEO-2 in the test platform.

The change does not affect service continuity or locations within the EGNOS coverage area.

Arlen Kassighian, Chief Engineering Officer of Eutelsat, said: "Eutelsat is proud of its long-standing collaboration with EUSPA. We are delighted to host this payload, which will continue to significantly enhance the performance of global navigation satellite systems across Europe in the coming years.”

The EGNOS 2.4.3 system release was developed by EUSPA to make the system compatible with the GEO-3 satellite. “It represents an important step towards the upcoming EGNOS V3, which will bring enhanced performance, robustness, and dual-frequency multi-constellation capabilities to European satellite navigation services”, added Jean-Marc Pieplu, Head of EGNOS Exploitation Department.

EUSPA's role
EUSPA is responsible for managing the EGNOS space segment, system upgrades, and service provision. By integrating the new GEO-3 satellite into the operational platform, EUSPA continues to ensure that EGNOS remains a reliable and robust augmentation service for safety-critical and professional applications across Europe.
