This MOU between Luxembourg and the United States was released last year (on July 8th 2019) but it hasn't been posted before:

I read the July 20 legislation. It should have been called the “Luxembourg Anti-Commercial Space Law”, since it provides no benefits for companies and invokes massive paperwork. I doubt that any space enterprises will ever operate under this regime. Fortunately, it’s just for Luxembourg.

So no firm situated in Luxembourg cannot do profitably space mining.

Is this a big problem ?
