Tentative launch window is between July 25th - August 10th. RLV-TD will fly from FLP in september. (http://www.defence.pk/forums/indian-defence/241849-rlv-airframe-under-construction.html)

RLV-TD mission not possible before 1Q 2014

Note that GSAT-14 is actually the 13th GSAT, just as PSLV C-14 was really the the 13th: http://forum.nasaspaceflight.com/index.php?topic=1173.790.
Too bad triskaidekaphobia has entered official circles, but maybe the psychology of enough people on the project is great enough to skip the designation "13" even if it is indeed the 13th.

What is the mass of GSAT-14, some sites are saying it is 1980 kg while ISRO is saying it is 2050kg which is it?

It looks like that it has a temporary protective cover. It also appears to be on the rockets umbilical side. So it is possibly an umbilical interface that has been covered.
