The L-0 forecast gives only 30% GO at the start, but improves to 60% by just past midnight.
Primary Concerns: Anvil Cloud Rules, Cumulus Cloud Rule, Surface Electric Fields Rule.
Low additional risk.

We might see SpaceX shifting orbital planes for a later launch if that is an option.

Falcon 9 B1069 was damaged during recovery on the CRS-24 mission in December 2021. SpaceX has since repaired the booster, and it will make its second flight tonight on the Starlink Group 4-23 mission.

In the past when they have made a weather related shift from one instantaneous launch window to later instantaneous launch window (targeting a different orbital plane), how much advance notice have they given?

I'm under the impression they will make such decisions last-minute (prior to tanking), but I don't know what behind-the-scenes notifications there may be.
