A-Tech Corp., Albuquerque, New Mexico, has been awarded a $34,905,249 cost-plus-fixed-fee contract for the Surveillance, Intelligence, and Reconnaissance Enhanced Network (SIREN) program.  The objective of SIREN is to provide an autonomous, multi-modal, space-based sensing capabilities for persistent tactical intelligence, surveillance, and reconnaissance.  Work will be performed in Albuquerque, New Mexico, and is expected to be completed Dec. 4, 2025.  This award is the result of a competitive acquisition and one offer was received.  Fiscal 2020 research, development, test and evaluation funds in the amount of $199,000 are being obligated at time of award.  Air Force Research Laboratory, Kirtland Air Force Base, New Mexico, is the contracting activity (FA9453-20-C-0023).

NASA’s Earth System Science Pathfinder (ESSP) Program Office approved the separate TROPICS Pathfinder mission to launch in advance of the TROPICS constellation mission as a technology demonstration and risk reduction effort. The TROPICS Pathfinder mission will permit the checkout and optimization of all mission elements prior to the primary constellation mission.

The TROPICS contract will be limited to Contractors from the United States launch vehicle/services industry pursuant to the Public Law 105‐303, Title II, Section 201; the United States National Space Transportation Policy, dated November 21, 2013.  The NAICS Code and Size Standard are 481212 and 1,500 employees, respectively.  The anticipated release date of the RFP is on or about July 31, 2020, with an anticipated proposal due date on or about August 31, 2020.

It is anticipated TROPICS will award a firm-fixed price contract for Launch services to place the TROPICS satellite constellation three low-Earth orbital planes with two CubeSats in each plane.  NASA will have sole responsibility for the payloads on the launch vehicles.  In order to meet science objectives, all CubeSats must launch within a window of 120 days.

September 17, 2020 on Falcon 9 (booster 1058.3) from SLC-40.  ASDS landing is expected.  Expected deployment orbit of approximately 200x380km.

Payload: A batch of 60? Starlink satellites.
