Johathan McDowell's pages, list Shell 1 as 71 satellites short. Shell 1 would make sense.  Shell 4 is 54 satellites short and Starlink 4-37 should complete it. (plus or minus 1 or 2 satellites).

Probably. ViaSat-3 is almost certain double ASDS due to being 6+ tons to GEO. If this is for USSF-67, it changed from ASDS to RTLS like USSF-44.
