Noting: There are four French public holidays between now (October 5) and January 2:
All Saints' Day on November 1
Armistice Day on November 11
Christmas Day on December 25
New Year's Day on January 1

The 2nd of November being a Friday, it's currently scheduled as a day off. Of course, if necessary, it might become a working day for some people (the same is true for Saturdays, off by default, but if the campaign is running late, some people will work)

The 11th of November is a Sunday.

The whole CSG will be closed between Christmas and the 1st of January (24/12 to 02/01)

Are public holidays "paid days off" for the various employees working at Kourou?
If one does have to work the holiday, does one get paid extra?

That's exactly how it works.

Is it plausible that a VA247, consisting of HS4-SGS1 and GSAT-31, could process and then launch in late December?

The 2nd of November being a Friday, it's currently scheduled as a day off. Of course, if necessary, it might become a working day for some people (the same is true for Saturdays, off by default, but if the campaign is running late, some people will work)

The 11th of November is a Sunday.

The whole CSG will be closed between Christmas and the 1st of January (24/12 to 02/01)
<snip>

Apparently not, unless the hypothetical VA247 takes the place of VS20.

Might there be a small possibility that CSO could be prepared for launch by mid/end November?
If this is the case, the Soyuz CSO-1 launch could swap launch period slot with Vega VV12.
In this case the Soyuz launch crew could fly to Kourou for two launches.

Stephane Isreal said in the BepiColombo launch-broadcast that VS19 is scheduled for 6th November but they "still need to hear from Roscocmos"

Any signs of launch campaign hardware, or Moroccans, in French Guiana for VV13?
(We're about 1 month from the NET launch date.)

Between October 10-12, scientists from China’s space programme and the European Space Agency (ESA) conducted a review of China-ESA joint mission SMILE. During the review, they confirmed that the SMILE spacecraft will be launched in 2021 on Arianespace’s upcoming Vega-C rocket, after choosing between the Soyuz, Ariane 6, and Vega-C.

SpacePharma SA selected ISIS – Innovative Solutions In Space B.V. to build the platform and integrate the payload for their next mission, DIDO-3, with support for satellite commissioning after launch. The agreement is a continuation of a fruitful cooperation to realize SpacePharma’s previous satellite, named DIDO-2, which was the proof of concept mission to test miniaturized end-to-end pharmaceutical laboratory in space, allowing microgravity conditions.

ISIS selected by the Royal Thai Air Force to realize a complete 6U mission for Earth Observation
Quote
ISIS, in its role as mission prime, will work closely with several component partners and subcontractors, such as Kubos Corporation, SCS Space and CubeSpace, to fulfill Royal Thai Air Force’s mission objectives. The satellite is planned for launch through ISIS’ launch services on board a Vega launch in Q3 2019.
...

Q3 2019 that would fit in with this snapshot. not brand new. I found no background information for that.

SSMS POC seems delayed.
