A Soyuz-STB and fairing delivered for VS16. Rocket 24/136 for mission 20. Only one rocket this time? Also first delivery of Soyuz by MN Toucan?

Not sure if its the first, I've seen MN colibri a couple of times, ST-B is mainly used by us or O3b, we are switching to A5 so less ST-B needed (although we will probably use them again...)

It looks like the next two rockets, to be sent to the launch site, will be a Soyuz-ST-B with a fairing from a different rocket; and a Soyuz-ST-A with matching fairing.

Блок III ступени РН «Союз-СТ» доставлен в Гвианский космический центр
16 марта 2017

15 марта 2017 года в Гвианский космический центр доставлен блок III ступени (блок «И») ракеты-носителя «Союз-СТ-А».

13 марта 2017 г. блок III ступени был отправлен из АО «РКЦ «Прогресс» рейсом воздушного судна ИЛ-76 по маршруту аэродром «Безымянка» - аэропорт «Ульяновск» - аэропорт «Вила до Порто» (Португалия) - аэропорт «Рошамбо» (Французская Гвиана).

В соответствии с графиком, 15 марта 2017 г. блок III ступени доставлен в Гвианский космический центр.

16 марта специалисты РКЦ «Прогресс» приступили к работам с блоком в составе РН «Союз-СТ-А», запуск которой запланирован на 4 апреля 2017 года.

THE PARIS COURT OF APPEAL ISSUES A FAVORABLE DECISION IN THE SO-CALLED “YUKOS SHAREHOLDERS’ CASE”

27.06.2017
On 27 June 2017, the Paris Court of Appeal, ahead of the schedule, issued the verdict on the so-called “Yukos shareholders’ case”.

The decision of the court is rendered in favor of ROSCOSMOS State Corporation and its French partners allowing to release the amounts in the accounts of the French company “Arianespace” intended to be paid for the work of the Russian rocket and space enterprises under the contract within the Soyuz at the Guiana Space Center Program.

The amount of 300 million U.S. dollars was arrested by the French bailiffs in 2015 pursuant to the decision of the Arbitration Court of Paris dated 18 July 2014 about the exequatur of the decision of the Hague Tribunal in the case of “former Yukos shareholders against the Russian Federation”.

In 2016, ROSCOSMOS State Corporation successfully challenged the arrest in a court of first instance, but then the funds were not unlocked as opponents immediately filed an appeal which was considered by the Paris Court of Appeal on 19 April 2017.

In the decision published today, the court has recognized that, under its contracts with Arianespace, the Federal Space Agency and its successor ROSCOSMOS State Corporation were acting on their own authority and wherefore, the amount due and payable shall not be deemed to be property of the Russian Federation which the “former Yukos shareholders” claim to.

Therefore, the court has ordered to remove an arrest of the blocked funds while the expenses incurred due to the court of first instance and the court of appeal shall be recovered by Veteran Enterprises Ltd., the Cypriot company representing the interests of the “former Yukos shareholders”.

In this regard, Sergey Savelyev, ROSCOSMOS Deputy Director General for International Cooperation, noted: ‘The law and justice have defeated a politicized demagoguery and the desire to grab a large sum. I would like to congratulate all the people who supported Roscosmos on the victory and to thank our French partners for their assistance. Today’s verdict has become a clear proof of our position and proper reasoning, developed through a partnership between Russian and French lawyers. Now the way to further development of our joint commercial projects with Arianespace is open”.

I wasn't aware this litigation was taking place. Was this affecting Soyuz operations in Kourou? Are they expected to pick up with this verdict?

It did not impact the last launches at CSG as far as I know. They will indeed increase launch rate in 2018-2019 with OneWeb deployment.

Russia to eventually switch fuel type of all Kerolox stages on all rockets from RG-1 to Naftil starting with Soyuz-2 series first then later Soyuz FG once the fuel type get approval for use on man rated flights. Other companies also plan to make the switch but they haven't revealed when they plan to make the transition.

To my understanding the Russians differentiate Kerosene T-1 "керосина Т-1" and RG-1 Naftil "Нафтил РГ-1". The latter is slightly higher grade Kerosene with less aromatics.

This Yukos case has impects on nearly every project envolving cash transfer from somewere in the EU to a the Russian government or a state owned company. It has and is effecting the Soyuz form CSG from the start. And in my oppinion rightfully, I view this as a bad court decission.

Yukos was a private russian oil company. The russian government stole the oil rights from this company and gave them to the two state owned companies. The former owners of Yukos want the value back these oil-rights had. The EU court of Arbitrage (seated in the Hague) ruled that the owners have the right to claim payments from EU companies to Russia to get their money back.
I think the payments of Soyuz launchers and the launch services to Russian government owned companies are especially the cash transfers that fall under the Yukos cas
It's bad for the soyuz form CSG, but a state shouldn't steal from it's citizens.

About the launches for OneWeb:
Most of those will happen from Vostochny or Baikonur. I expect at most five of the launches will use CSG. Oneweb made a deal with Starsem, if I'm not mistaken. Before offering launches from CSG, Starsem arranged 26 Soyuz launches that lifted off from Plestsk or Baikonur.   
Also payments of this deal will have to deal with the Yukos case. So this tale hasn't ended, yet.

Not to drift off-topic in political arguments, especially some that I only know superficially and don't have a clear opinion on, but that's a (financial) oversimplification of the argument that tergiverses the state of the matter just a few years prior.

Yukos was created by "stealing" the Russian state (and, some may argue, its people) from the State-owned oil&gas extraction assets, in what is widely regarded as rigged auctions - described right there in the Wiki article - which in the process gave way to the worst of the unbridled oligarchy that now rules the country. These companies were at least acquired, and possibly made to grow, through very questionable practices.

The similarly questionable stratagem used by the Russian government to shred Yukos in order to again attest control over its assets tilts the balance *somewhat less* against Yukos' big fish, but it's a far cry from starting the story saying "Yukos was a private company that out of the blue was illegally expropriated with no compensation".

The last entry contains mistakes then, it was VS20 (not 21) and the ""contract" number isnt SZ24 but SZ26
This is what I have for VS20
